What is GTO?

GTO is an evidence-based 10-step process that guides veteran service organization (VSO) practitioners through all the tasks needed to establish and support a new program. These tasks include needs assessment, goal setting, planning, evaluation, and quality improvement.

The flow chart outlines the GTO program implementation process. In the planning/pre-implementation phase, VSO practitioners conduct a needs assessment, develop goals and specific objectives, select an evidence-based program or practice, assess program fit with their organization, assess their capacity to deliver the program, and create an implementation work plan. After completing these six steps, VSO practitioners begin program delivery, with steps focused on conducting a process evaluation, conducting an outcome evaluation, assessing program improvement, and sustaining an effective program. With all 10 steps completed, VSO practitioners move on to the improvement/post-implementation phase.
